The National Apartment Council (NAC) has launched as the federal voice for Canada’s private apartment developers, providing a unified platform to both advocate for solutions and actively support government in strengthening the nation’s rental housing supply. NAC will serve as a trusted resource for government decision-making, offering the expertise and insight needed to help shape effective, evidence-based housing policies.
NAC’s mission is to represent the interests of private developers in federal policy discussions, advance expert-driven solutions to the housing crisis, and support a thriving, sustainable apartment sector that meets the needs of Canadians today and tomorrow. In doing so, NAC will provide the federal government with a direct channel to industry expertise — offering data, analysis, and practical guidance to inform housing and rental program decisions, particularly in the lead-up to future federal budgets.
“Private apartment developers have built the majority of Canada’s rental housing, yet until now, there’s been no direct representation for our interests at the national level,” said Derek Lobo, President & Chair of NAC. “We are here to focus on action — providing expertise to support the federal government in removing barriers, influencing policy, and making it faster and more cost-effective to build the homes Canadians urgently need.”
The organization’s founding leadership brings decades of expertise across housing development, governance, investment, and policy advocacy:
- Derek Lobo, President & Chair – Recognized leader and advisor in Canada’s apartment and rental housing sectors, CEO of Rock Advisors Inc.
- George Glover, Executive Director – Nonprofit leader with over 40 years of experience in growth strategy, governance, and commercial real estate acquisitions.
- Darryl McCullough, Senior Advisor – Executive and strategic advisor with deep experience in organizational leadership and transformation.
- Allan Drewlo, Advisor – President of Drewlo Holdings, respected leader in apartment construction, development, and management.
- Jay Patry, Advisor – President of Patry Group, developer known for large-scale residential and mixed-use projects in Ontario.
“Our goal is to ensure Canada’s housing strategy benefits from the perspective of those who build and operate rental communities,” said George Glover, NAC’s Executive Director. “By working directly with policymakers, we can offer the on-the-ground insight needed to shape practical, effective programs that deliver real results for Canadians.”
