Edmonton, AB – The National Apartment Council hosted a focused roundtable of private apartment developers at Highlands Golf Club on Thursday, Nov. 6, 2025. The 9:00 – 10:30 AM session convened leaders from Edmonton’s development community to advance a unified national voice for Canada’s private apartment developers and to brief attendees on the council’s ongoing engagement with the federal government.
The discussion addressed priority issues for the sector, including pre‑empting new rent‑control policies; environmental and building‑code regulation; reintroduction of the Multiple Unit Residential Building (MURB) program; the lapsing of HST reform on new rental buildings; uncertain and changing CMHC financing policies; and tax interpretation and clarity from the Canada Revenue Agency. Participants also underscored the need for direct federal advocacy with the Ministries of Housing and Finance.
“Edmonton’s developers bring practical, on‑the‑ground insight to the national housing conversation,” said Phil Milroy. “Today’s session showed how aligning around clear priorities can help accelerate purpose‑built rental supply while keeping projects financially viable.”
“Private developers are problem‑solvers by nature,” added Rohit Gupta. “When we coordinate across regions, we can share what works, flag what doesn’t, and give Ottawa actionable input to reduce friction and unlock more rental homes.”

The National Apartment Council continues to expand its membership and regional engagement, with additional meetings planned across Canada.
