Mission

The mission of the National Apartment Council is to be the voice of Canadian private apartment developers and to promote thriving rental housing communities for all.

Who We Are

The National Apartment Council provides a national platform for private apartment developers to inform federal policy, contribute expert insight, and advance solutions that support the delivery of new rental housing across Canada.

What We Do

Advocacy & Federal Engagement: We aim to engage federal policymakers to reduce barriers, align incentives, and support new apartment development. Informing policy is a key goal as the National Apartment Council builds its presence.

Research & Policy Analysis: We publish research and analysis that highlights challenges, costs, and solutions related to apartment supply and demand.

Member Committees: Our working groups and advisory committees help shape the National Apartment Council’s advocacy agenda and industry knowledge.

Communications & Influence: The National Apartment Council provides the tools, language, and access for members to influence national debate on housing policy.

Through advocacy and policy reform, the National Apartment Council works to streamline development processes and reduce costs—making it easier to build and supply the rental housing Canadians need.

Vision: To be a credible and impactful association that strengthens Canada’s apartment industry and expands access to appropriate, affordable housing for Canadians.

Derek Lobo

President & Chair

Derek is a recognized leader and advisor in Canada’s apartment and rental housing sectors. As CEO of Rock Advisors Inc., Derek has decades of experience helping developers navigate financing, marketing, and purpose-built rental development. He is a prolific speaker, author, and advocate for smarter rental policy and investment. Derek brings visionary leadership to the National Apartment Council with deep ties across the industry.

Allan Drewlo

Secretary

Allan Drewlo is a respected leader in Canada’s rental housing sector with decades of experience in development, construction, and property management. As President of Drewlo Holdings, he leads one of Southwestern Ontario’s top family-owned firms, known for building and managing high-quality apartment communities. Allan began his career in 1984 with Drewco Development and later served as Vice President at The Ironstone Building Company. A graduate of the Ivey Business School at Western University, he brings a long-term, values-driven approach to the industry. As an advisor to the National Apartment Council, Allan contributes deep operational insight to support pro-development housing policy.

Jay Patry

Treasurer

Jay Patry is a dynamic developer and entrepreneur with a strong track record in large-scale residential and mixed-use projects. As President of Patry Group, Jay leads a vertically integrated firm known for innovation in construction, property management, and real estate investment. Based in Kingston, Ontario, his portfolio includes purpose-built rental housing, student accommodation, and commercial developments across the province. Jay brings a results-driven mindset and deep industry insight to the National Apartment Council, helping advance policies that support modern, sustainable rental supply.

Phil Milroy

Advisor – President & CEO, Westcorp

Phil is the President & CEO of Westcorp, a vertically integrated, full-service real estate company that he founded in 1980.  Westcorp’s activities include investment, development, leasing, marketing, property management and construction of multi-family, hospitality, office, retail and industrial properties with a primary focus on the Western Canadian marketplaces.

Phil attended the University of Alberta from 1968 to 1972, studying Mechanical Engineering.  In 1984, he earned the Certified Commercial Investment Member (CCIM) designation from the National Association of Realtors in Illinois, USA.  In 1988, he became a member of the faculty of the Commercial Investment Real Estate Institute in Illinois and taught commercial investment courses leading to a CCIM designation.  Phil was also a faculty member of the Alberta Real Estate Association, Canadian Real Estate Association and Board Member and Chairman for Junior Achievement.

Phil’s interests include the arts, flying, skiing, scuba diving, boating, cycling and travelling.

Rod Schulhauser

Chief Operating Officer

Rod Schulhauser is an accomplished executive and operational strategist with deep experience in business systems design, organizational architecture, and sales and marketing leadership. As President of The Self Funding House®, he has worked closely with developers, planners, municipalities, and real estate professionals to improve project feasibility and bring complex development strategies to life.

Rod is also a sought-after speaker and the creator of Implementeering™, his proprietary method for transforming entrepreneurial ideas into practical, scalable execution. As Chief Operating Officer of the National Apartment Council, he brings a strong operational lens and industry insight to support the Council’s national advocacy mandate.

Ali Shahsamand

Associate Director

Ali Shahsamand is a public affairs, policy, and stakeholder relations professional, serving in senior advisory roles at the House of Commons where he supported Members of Parliament on community relations, foreign affairs, international development, and global policy, as well as at the Ontario Government – Queen’s Park where he advised MPPs and Cabinet Ministers on energy, electrification, and sustainable development. He holds a Master of Political Management degree from the Faculty of Public and Global Affairs at Carleton University and a Bachelor of Public Relations degree from Humber Polytechnic. As Associate Director at National Apartment Council, Ali will assist with government relations advocacy for our members on Parliament Hill while also managing the Member Network.

Evana Frickelton

Executive Assistant and Marketing Support

Evana Frickelton is a marketing and communications professional with experience supporting corporate teams and executive leadership across multiple industries. She has held roles at Kao Canada Inc., CBRE, Adamson Systems Engineering, and other organizations, contributing to corporate marketing programs, event coordination, and strategic communications.

She is recognized for bringing structure, clarity, and momentum to complex projects, working closely with cross‑functional teams on outreach campaigns, award‑winning submissions, and national events. Evana holds an Advanced Diploma in Marketing from Durham College and completed additional studies in Commerce at Ontario Tech University.

At the National Apartment Council, she supports marketing initiatives and member communications, helping strengthen connections within Canada’s developer community and contributing to national advocacy efforts

Darryl McCullough

Senior Advisor

Darryl is an experienced executive and strategic advisor in the real estate sector, with a background in organizational leadership, governance, and business transformation. He has worked with public and private firms to drive growth, innovation, and impact.

In 1984 he received the Certified Commercial Investment Member, CCIM, designation (www.ccim.com); an internationally recognized identity confirming amortized knowledge in the disciplines of investment, development etc.

Another prominent membership he thankfully continues holding for over 30 years is with the U.S. based Society of Exchanges Counselors (www.secounselors.com). This organization shares his belief in pursuing and demonstrating problem solving techniques in the real estate industry based on proven principles of integrity, professionalism, and accountability. Through this organization Darryl continues to dedicate himself to what is true in the discipline of real estate problem solving. Darryl serves as a senior advisor to the National Apartment Council and also works with clients through SVN Rock Advisors to support long-term strategy and development.
