Building Attainable Housing Through Innovation, Partnership, and Long-Term Commitment

The National Apartment Council was founded to ensure Canada’s private apartment developers have a strong and unified voice in shaping the nation’s housing future. Our members understand that meaningful impact is measured not only in units delivered, but in the long-term stability and opportunity those homes create for individuals and families.

This month, we are proud to spotlight Curtis Way, CEO of RMS Group and a founding member of the National Apartment Council.

As a real estate developer of apartment buildings in Western Canada, Curtis immediately recognized the value the National Apartment Council would bring in advocating for policies that support the planning and development of affordable housing across the country.

Over the past four decades, Curtis has grown RMS into a fully integrated housing provider, overseeing the development, construction, and management of multi-family communities across the prairie provinces. From attainable workforce housing to large-scale purpose-built rental developments, RMS has developed thousands of apartment units and continues to advance significant new projects in Edmonton, Calgary, and Regina.

A notable example of RMS Group’s commitment to housing solutions is Pine Creek Manor Apartments in Edmonton, Alberta – a joint venture between RMS and Civida (formerly Capital Regional Housing). This innovative partnership has delivered 174 homes, including 35 subsidized units integrated directly into a market housing development. The project represents one of the first models of its kind in Canada, demonstrating how private developers and public partners can collaborate to expand access to affordable housing.

RMS Group believes that accessibility, affordability, and collaboration with municipalities, social agencies, and financial partners are essential to creating safe and inclusive communities. Their work reflects a clear understanding that stable housing is foundational to economic mobility and community well-being.

“We are not just apartment builders; we are providing Canadians with affordable housing. When residents have a safe and dependable place to live, their family life becomes more stable.”
